Bucket clients into risk-score bands
Clients are banded by risk score into four equal-width buckets spanning 0 to 100: Low (0–25), Medium (25–50), High (50–75) and Critical (75–100). A score exactly on a boundary belongs to the higher band.
Return client_id, risk_score and the band it falls into.
